You might try changing the target drive to a different location. If you have it selected from the Start menu, you can select from the list at the bottom of the screen. Otherwise, you can find it by typing \Device\HarddiskDriveX into the start menu. You may also try installing the latest rufus and trying it from the Run prompt. See for instructions.
